Chief Executive officer
TomVanParis is the chief executive officer of Indiana Electric Cooperatives.
Tom previously served as vice president of member services and communications at Hoosier Energy where he was responsible for energy efficiency, demand side management programs, economic development and communication activities. Before his work there, Tom facilitated strategic planning, organizational assessment and governance projects for the National Rural Electric Cooperative Association’s (NRECA) National Consulting Group. He also served as director of marketing and economic development for Buckeye Power and in various management positions at Cinergy Corporation.
Tom holds a bachelor’s degree from Purdue University and an MBA from Otterbein University.
Scott R. Bowers
Vice President of government relations
Scott Bowers is the vice president of government relations. In his role, Scott directs and manages the association’s lobbying efforts at the federal and state levels on behalf of the organization’s members. The government relations team monitors the creation, interpretation and enforcement of laws, regulations and government policies for the electric utility industry and provides a single, united voice for Indiana’s electric cooperatives.
A veteran of numerous political campaigns in Indiana, Scott managed congressional, state legislative and other statewide political campaigns. Prior to joining IEC, he served as deputy secretary of state and chief of staff for Indiana Secretary of State Todd Rokita. Scott served as the senior advisor on all political, legislative, policy, communication and administrative matters. He also served as director of governmental and community affairs for C.P. Morgan, a residential land development and home building company serving the metropolitan Indianapolis, greater Lafayette, and greater Charlotte markets.
Scott earned his degree in public policy from the Indiana University School of Public and Environmental Affairs. Scott has served on the Indianapolis Parks Foundation Executive Board and as the chairman of the Builders Association of Greater Indianapolis’ Political Action Committee. He has also been a member of the board of directors with several organizations: Indiana Builders Association Board, Water Awareness in Residential Neighborhoods, Real Estate Building Industry Coalition, Better Business Bureau of Central Indiana and Indianapolis Greenways Foundation. He is a graduate of the Indiana Economic Development Course through Ball State University’s Center for Economic and Community Development.
Vice president of regulatory compliance programS
Tim Crouch is the vice president of regulatory compliance programs. In his role, Tim directs and manages the organization’s regulatory consulting program, which assists its electric cooperative members with adherence to federal, state and local governmental and regulatory requirements. This program is designed to provide cooperative members with on-site, ongoing compliance support targeted to the needs of the individual member utility.
Tim began his career at Indiana Electric Cooperatives in 1995, bringing over 20 years of operational experience in the utility industry and work as a government regulator. Tim holds a BS in public affairs and an MS degree in environmental science from Indiana University’s School of Public and Environmental Affairs.
Jennifer L. Rufatto, MBA, SPHR
Vice president of Communications and Human Resources
Jennifer is the vice president of communications and human resources. In this role, she leads and manages the association’s public relations and communications functions and the leadership development, training, youth programs, philanthropy and human resource functions.
Jennifer is passionate about helping members improve human resource and communication efficiencies, creating and implementing new systems to achieve those efficiencies, planning for future growth, and better serving member consumers. She also helps uncover behavior drivers in the workplace and uses available tools to maximize performance and engagement.
She is an accomplished learning and development professional, executive coach, human resource professional and strategic management consultant with experience in a wide variety of industries. Prior to joining Indiana Electric Cooperatives, she worked in consulting for 11 years as an organizational development consultant with FlashPoint HR in Indianapolis. Prior to that she was a management and marketing business consultant for Levin Group, based in Baltimore, Md.
Jennifer earned a bachelor of arts degree in public relations from Butler University and a master of business administration in global management from the University of Phoenix. She holds an active Senior Professional in Human Resources certification. She is the past president of the Central Indiana chapter of the American Society of Training and Development and volunteers for the CIOCA compensation and human resources committee. She is also a speaker for the Excellence in Leadership series at Ball State University.
Gayvin D. Strantz
Vice president of job training, safety and loss control
Gayvin Strantz is the vice president of job training, safety and loss control. In his role at IEC, Gayvin directs and manages a team of experts to provide safety training and loss control activities for the electric cooperatives in Indiana. Gayvin and his team help keep the cooperatives’ single greatest asset—employees—safe so they can provide electricity to their consumers.
The JT&S team trains the employees to do their jobs in a safe and efficient way, enabling them to most effectively serve their consumers and keep the lights on even during the most difficult times—like during ice storms and tornadoes.
Gayvin started in the electric power industry at a small municipal utility in Indiana before he joined the cooperative world, working his way up through the ranks. As one of the men who has done that and been there, he knows what it takes to keep the lights on. His team has the experience to keep the employees of the co-ops safe and trained so they can help maintain the quality they deserve.
Gayvin earned an associate of applied science degree from Ivy Tech Community College, graduated from the Rural Electric Apprenticeship Program as a journeyman lineman, and has completed several other industry-specific programs. He is a certified loss control specialist and a member of the National Safety Council. He has also served on several boards of directors representing the electrical industry.
Chief financial officer
Deirdre Tiernan is the chief financial officer. In this role Deirdre is responsible for the efficient and effective management of the association’s resources, policies, accounting practices and benefits. She also oversees the financial operations of the Indiana Statewide Group Insurance Trust and serves as a subject matter expert on issues related to the Trust.
Deirdre is a graduate of Indiana University with a bachelor’s degree in business with a concentration in accounting and is a certified public accountant. She began her accounting career with the public accounting firm London Witte Group. While with this organization, she served as a manager with duties focused on audit, tax and utility regulatory issues. She worked for London Witte Group for ten years before joining Indiana Electric Cooperatives in 2001.
